Melestarikan Kepimpinan Instruksional di Malaysia: Satu Analisis Keperluan

Kepimpinan instruksional bukanlah sesuatu yang asing dalam kalangan pemimpin sekolah di Malaysia. Pelan Pembangunan Pendidikan Malaysia (PPPM) 2013-2025 turut menyarankan agar pemimpin sekolah bertindak sebagai pemimpin instruksional. Hal ini jelas membuktikan bahawa kepimpinan instruksional sangat signifikan terhadap kejayaan akademik pelajar. Namun timbul persoalan apakah kepimpinan instruksional di Malaysia masih relevan setelah menjangkau empat dekad. Keadaan ini semakin serius akibat kerencaman sistem pendidikan masa kini kesan ledakan revolusi industri 4.0 (IR 4.0), seterusnya memberi isyarat bahawa kepimpinan ini wajar diteliti semula. Pada masa yang sama, model kepimpinan instruksional yang dirujuk kebanyakannya berdasarkan model yang dipelopori oleh sarjana Barat. Justeru, kajian ini bertujuan untuk meneroka keperluan membangunkan satu model kepimpinan instruksional bercirikan budaya Malaysia bagi memastikan kelestariannya mendepani cabaran akan datang. Bagi mencapai objektif tersebut, kajian ini telah menggunakan soal selidik melibatkan seramai 370 orang bakal pemimpin sekolah yang sedang mengikuti Program Kelayakan Profesional Pemimpin Pendidikan Kebangsaan (NPQEL). Data yang diperoleh dianalisis menggunakan perisian Pakej Statistik untuk Sains Sosial (SPSS) Versi 28.0. Tafsiran data adalah berdasarkan peratusan, nilai min dan sisihan piawai. Dapatan kajian menunjukkan bahawa tahap persetujuan terhadap keperluan untuk membangunkan satu model kepimpinan instruksional mengikut acuan Malaysia adalah tinggi iaitu nilai purata min keseluruhan adalah 4.3892 manakala sisihan piawai ialah 0.78942. Berdasarkan dapatan kajian ini jelas menunjukkan bahawa terdapat keperluan untuk membangunkan satu model watan kepimpinan instruksional. Oleh yang demikian, kajian ini telah berjaya mengembangkan teori kepimpinan instruksional sedia ada disamping menambahkan lagi sumber rujukan kepada pemimpin pendidikan di Malaysia.
Instructional leadership is not something foreign amongst the school leaders in Malaysia. The Malaysia Education Blueprint (Pelan Pembangunan Pendidikan Malaysia) 2013-2025 recommends that school leaders regard themselves as instructional leaders. This proves that instructional leadership is significant for the academic success of students. However, the question is whether instructional leadership in Malaysia is still relevant after four decades. This situation is exacerbated by the current disruption of the education system as a result of the industrial revolution 4.0 (IR 4.0), further indicating that this leadership style should be re-examined. However, the instructional leadership model referred to is largely based on models pioneered by Western scholars. Therefore, this study aims to explore the need to develop a model of instructional leadership that characterizes Malaysian culture to ensure its sustainability in the face of future challenges. To achieve this objective, the study used a survey method involving 370 potential school leaders participating in the National Professional Qualification for Educational Leaders program (NPQEL). The data was analyzed using the Statistics Package for Social Sciences software (SPSS)Version 28.0. Interpretations are based on percentages, mean values and standard deviations. The results show that the level of agreement on the need to develop an instructional leadership model in the Malaysian context is high, with an overall mean value of 4.3892, while the standard deviation is 0.78942. Based on the findings from this study, it is clear that there is a need to develop an indigenous model of instructional leadership. As such, this study has successfully enhanced the existing instructional leadership theory, as well as increased sources of reference regarding educational leadership in Malaysia.
