Abstract

Abstract: With the rapid urban expansion and population growth in Yemen—particularly in major cities—alongside the relative decline in the outcomes of public education, and the lack of effective implementation of laboratories, libraries, co-curricular activities, and school clubs, as well as the monotonous nature of the educational process, it became necessary to introduce reform initiatives. Among these was the need to foster a spirit of competition and improve the quality of education. Consequently, the state found it imperative to open the door for investment in private and community-based education, which in turn required the issuance of a legal framework to regulate private educational institutions. This includes establishing the foundations and frameworks for the establishment and operation of private schools. This constitutes the core problem addressed by this research. The objective of this study is to investigate the nature of the educational law issued by the Yemeni Presidential Decree and to examine the mechanisms of supervision over private school administrations in accordance with the 1997 school regulation. The research also aims to highlight the foundational principles, cornerstones, duties, and responsibilities of school administration. This study adopts the descriptive-analytical methodology, which the researcher employs to assess the impact of educational law on private school administration in Yemen, and to explore its underlying foundations and principles. Accordingly, the researcher engages in a systematic review and scientific content analysis. The study arrived at several key findings, including: School administration serves as a means to achieve educational goals through the optimal application of foundational principles and frameworks. The administration of private schools is expected to operate within an integrated system that governs the educational process in accordance with the established educational law. The educational law was enacted to support the administration of private schools, regulate their trajectory, and ensure they achieve the desired educational outcomes.
