Abstract: Curriculum development is one of the most important objectives of the analysis, and it means the intended and organized qualitative transformation and change in all components and elements of the curriculum, which leads to its modernization and raising the level of its efficiency in achieving the objectives of the educational system. The general framework of the National Curriculum of the State of Qatar has emphasized that students in the State of Qatar need to have basic Islamic values predominate among them as the basis upon which the educational curriculum is based, and herein lies the problem of this research. The aim of this research to reveal the values of the general framework of the value education curriculum that should be included in the Islamic education curriculum. As well as developing a unit of study in light of including the values of the general framework of the value education curriculum in the State of Qatar. This research relied on the inductive method, as well as the descriptive method. Accordingly, the researcher will extrapolate and analyze the content in a scientific statistical manner, aiming to transform written materials into measurable numerical data, which use its results in the field of education when evaluating the content of books and curricula and judging their quality. In the end of research, the researcher achieved a number of results, including: The field of Islamic ethics and morals in Islamic education books in the State of Qatar includes educational values derived from the framework of value education. The percentages of the values included in the levels of the subject varied. The results showed that the number of repetitions of a value was repeated nine times, the value of integrity and honesty was repeated fifteen times, the value of kindness was repeated ten times, the value of integrity was repeated eight times, the initiative value was repeated nine times, while the self-assessment value was repeated eight times at the grade level.
